Those files are needed for meson
(at least I can't build gnome-settings-daemon without them)

Those files have been added in https://cgit.freedesktop.org/polkit/commit/?id=c78819245ff8a270f97c9f800773e727918be838

I've opened https://bugs.gentoo.org/650734 to get them into gentoo's sys-auth/polkit
