On the second use of packagekit after a fresh install of fc9, I found that it believes the machine is offline even when it's not. Meanwhile, yum works fine. 

The version of gnome-packagekit is 0.1.12-12.20080430.fc9.i386
The version of PackageKit is 0.1.12.10.200080505.fc9.i386
The version of NetworkManager is NetworkManager-0.7.0-0.9.3.svn3623.fc9.i386

An example of an error is

pkcon install linux-libertine-fonts
resolve runtime was 1.4 seconds
Error: no-network : Cannot install when offline
install-package runtime was 0.1 seconds

The cure is to configure eth0 to be controlled by NetworkManager (this was not enabled by default in my installation)
