Attached patch makes "UNI" the default for tamil keyboard laybout instead of
"TSCII". This makes sense since meanwhile using UTF-8 is default on probably any
platform, which supports Tamil.

I think the xkeyboard-config project should be aware of this as well.

Do I understand it right - you want just move the attribute "default" from TSCII
to UNI? The attached patch looks a bit overkilling...

Yes, this is correct.

I didn't manage to do it differently. I would be glad to see how to it 
correctly. Moving "default" from TSCI to UNI didn't help.
