With Server Installation of  "LibreOffice 3.6.0.4 rc  English UI/ German Locale [Build-ID:  932b512] on German WIN7 Home Premium (64bit) 

1. Menu 'Tools -> Mail Merge Wizard '
   Dialog Opens
2. <Help> button
  Expected: leads to context related Help "Mail Merge Wizard"
  Actual: "LibreOffice Writer Help" 

I doubt that that ever worked correctly.
