According to the wiki at https://wiki.archlinux.org/index.php/GDM#Hide_user_from_login_list in order to edit user configuration, you must edit /var/lib/AccountsService/users/<username>

I believe this is a config file and thus should be in /etc.

no it's a state file written by the accountsservice in response to dbus calls.

I mean editing the files by hand works, but they're really for the accountsservice to touch not admins.
