Can you try uninstalling the 18.30 release packages, and installing them again? There was an issue where upgrading the Ubuntu system Mesa packages would break the AMD release packages.

I'm already sometimes tried to uninstall/install drivers.Unsuccessfully.

I just tested the kernel 4.19 rc1 and rc2 on Ubuntu 18.04 with open source drivers. The problem persists. Instead of the HDMI 4K signal, the monitor receives a DVI signal from 1080p from the video card (black screen), it's absolutely abnormal. My video card does not have a DVI port, the monitor is connected to HDMI. The same situation was in the case of installing drivers from the site and with the kernel 4.18. The model of my video card is MSI Vega 64 Wave 8G. Can there be a problem with supporting a particular model? Now I do not have a solution, and even assumptions.

Today some new facts came to light. It turns out that if you change the HDMI EDID mode from 2.0 to 1.4 in the settings of my TV, then the distributions on the new kernels starting from version 4.18 start perfectly and there is an image on the screen (3840x2160@30Hz). But in EDID 2.0 mode, the image disappears. Now I’m writing from Ubuntu 18.04 (kernel 4.15.0-39-generic), everything is ok. It turns out that the main problem in the support of EDID 2.0 and 4K@60Hz resolution.
