the first monitor is samaung 205BM,with VGA port;another is DELL 1503FP,which is TMDS port
we modifyed the xorg.conf ,add the following line
Option "Enable" "false"
in Monitor "tmds" ,but both of the screens lighted

We only disabled TMDS output in xorg.conf, but VGA output was disabled and TMDS was lit. (See the attached xorg.conf and xorg.log)

We only disabled VGA output in xorg.conf but both output were lit. (Not attached xorg.conf or xorg.log)

Now add 
Option "Enable" "false"
in Monitor "tmds" ,tmds can't extinguished;
while in Monitor "VGA" ,it seems unstabile, the first time it can extinguished,but when changed at next time ,it can't.

we connected another VGA port on 915gm and add 
Option "Enable" "off" on "lvds"
but lvds monitor still lighted.

yep, it's something wrong in xserver modes code's option parsing.
If you want to disable output, you should use Option "Disable" "true" for it
instead of "enable" "false".

Of coz, either Disable or Enable option is enough. But what's the diffirence between Disable and Enable? 
I check xorg.conf's manual which only give the "Enable" option. We need fix this bug or modify xorg.conf manual.

Using this patch, when both VGA and TMDS are disable, only TMDS lighted; When only TMDS is disable, both of them lighted; In these cases of only VGA is setted disable and both are setted enable, it's right.

Tried with the latest driver, "disable" option is working.
I've sent out a patch to fix the manpage, so mark it as fixed now.

What is the status on this?

My xorg.conf.5 manual only mentions the Option "Enable", but not the Option "Disable".
