don't allow system bus stop/restart

Hi, the fact that the current sample init script has a stop() operation spreads the myth that restarting the system bus is a supported operation.  The attached patch removes it.

After talking with Scott, I think the right approach for this is for Upstart to internally manage the system bus, and not expose it as a normal service.  

Then we can just delete the init script entirely.  He has this code in Upstart bzr.
