This patch changes the settings for transparent windows on xcompmgr using this
criteria:

- toolkit colors should be preserved as possible  
- text must be readable without a disturbing background.  This is specially
important in deactivated options.  If there is too much transparency it's very
hard to read the text.

If you care about this, feel free to reopen, but the fact that it's sat here for nearly a decade without action indicates that it's not really worth the effort to fix.  besides, the "fix" is really a subjective decision about what is "better"
