better instruction tracing when in DEBUG mode

This patch adds better single-step control and a cleaner ability to trace instructions when compiled with DEBUG. Additionally, a standalone makefile has been included so that this library can be used outside of the xorg source tree.

Would you mind sending your patch to xorg-devel for review? I'll take care of
merging it in if it looks good to others.
