I tried to upload my driver (xf86-input-wacom).  But I forgot my password. 

I checked http://freedesktop.org/wiki/AccountMaintenance and created a new key then tried:

cat ~/.ssh/new.pub | gpg --clearsign | mail change@db.freedesktop.org. It asked me for passphrase.  I didn't enter passphrase when I created the key (both ssh and gpg). It kept asking me for three times before giving up with the following message:

Howdy,
  based on the message it appears you don't have a local secret key for gpg.
Can you please confirm that you can encrypt messages locally. If not please attach and updated gpg public key and I'll update your account.

I tried:  "gpg --output secret.txt --recipient pinglinux@gmail.com --armor --encrypt test.txt" and I got a the secret.txt.  No error message. Does this mean that I have a local secret key for gpg?  How do I know if I have local secret key for gpg or not? Sorry for my ignorance. I am too new to gpg (my first time actually using gpg).

That you didn't get an error message encrypting to yourself does not mean you have the secret key locally.

Can you check if you get any output from gpg --list-secret-keys $yourkeyid ?  If so, try changing the ssh key using

cat ~/.ssh/new.pub | gpg -u $yourkeyid --clearsign | mail change@db.freedesktop.org

I had found another site to host my git repository after not hearing a reply for a few months. I don't need to access freedesktop SCM database any more. You can close this report now. Thank you for your help.
