I have two monitors attached. Screen 0: minimum 320 x 200, current 2048 x 1024, maximum 8192 x 8192 DVI-0 connected 1280x1024+0+0 (normal left inverted right x axis y axis) 338mm x 271mm 1280x1024 60.0*+ 1024x768 60.0 800x600 60.3 640x480 60.0 720x400 70.1 S-video disconnected (normal left inverted right x axis y axis) DVI-1 connected 768x1024+1280+0 left (normal left inverted right x axis y axis) 304mm x 228mm 1024x768 75.0*+ 75.1 70.1 60.0 832x624 74.6 800x600 72.2 75.0 60.3 56.2 640x480 72.8 75.0 66.7 60.0 720x400 70.1 With rv515gl the issue happens DVI-0, with rv530le the issue happens on DVI-1. It seems the issue goes away on rv515gl when running a d3d application over most of the screen.
This sometimes but rarely happens on rv530 as well, on both screens. With rv515 the tearing could be seen on one screen only and pretty much all the time.

hmm, the rv530 card now works but the rv515 still has the issue.
It's still present on the rv530 card too although only occasionally. Also I saw the issue in memtest86 so I guess even ATI did not know how to initialize the card properly for multi-screen when writing the BIOS. Not sure if anything can be done in X to fix this.
