You don't need a developer account to start developing *with* GStreamer. (Just install the libraries, plugins plus development headers and off you go). And you don't even need an account to start hacking *on* GStreamer itself (just git clone and then submit patches in bugzilla).
(Maybe the term "developer access" in the FAQ is a bit ambiguous. It means commit access to the 'public master source code repository'. You don't need that to use GStreamer.)
