Patch to add bustle-pcap.1

help2man can very usefully generate man pages from --help and --version output, and having a man page is recommended or required by several distros.

To make packagers' lives easier, this patch generates and installs bustle-pcap.1 using help2man when available.  A --version argument is added to bustle-pcap to allow this.

bustle-pcap.1 really belongs in the source tarballs, but I'm not sure how you produce those.  I don't know whether it should go in the git repo or not, since it's a generated file.
