So, after a cold boot I get the following (kernel) error message:
... kernel: [drm:radeon_ib_ring_tests] *ERROR* radeon: failed testing IB on ring 5 (-110).
.. kernel: [drm:r600_uvd_ib_test] *ERROR* radeon: failed to raise UVD clocks (-110).
.. kernel: [drm:radeon_uvd_send_upll_ctlreq] *ERROR* Timeout setting UVD clocks!

and vainfo gives:
libva info: VA-API version 0.34.0
libva info: va_getDriverName() returns 0
libva info: User requested driver 'vdpau'
libva info: Trying to open /usr/lib/dri/vdpau_drv_video.so
libva info: Found init function __vaDriverInit_0_33
libva info: va_openDriver() returns 0
vainfo: VA-API version: 0.34 (libva 1.2.1)
vainfo: Driver version: Splitted-Desktop Systems VDPAU backend for VA-API - 0.7.4
vainfo: Supported profile and entrypoints
      VAProfileMPEG2Simple            : VAEntrypointVLD
      VAProfileMPEG2Main              : VAEntrypointVLD

while after 5 min or so, after a warm reboot there is no kernel error message

and vainfo gives>
