As noted in http://unix.stackexchange.com/q/167131/146 , the setxkbmap man page
does not document the file format of the file passed for -config, and I can't
find anywhere else in our docs, including all of the links on 
http://www.x.org/wiki/XKB/ that documents it either.

We really should give users some clue what to provide, once we figure out the
details ourselves.

What I can tell from a quick skim is that the format permitted is quite simple:

field = value; # comment // also comment

where field is one of "rules", "model", etc for RMLVO and KcCGST, or "keymap".

libxkbfile's XkbCFParse allows more, but those are the only ones we check in setxkbmap. Not sure what the exact format is for keymap, but it's likewise some string that's then passed into XkbGetKeyboardByName()
