I reported a bug at Fedora, and they told me to write to you... 

There is a problem with croatian keyboard layout with fedora c1 and c2; there is
no underscore, but two question marks. Right shift + the key next to it should
produce an "_".

You can fix it like this:

cp /lib/kbd/keymaps/i386/qwertz/slovene.map.gz
/lib/kbd/keymaps/i386/qwertz/croat.map.gz 

Because Croatian and Slovene keymaps are identical.

I am a little sceptical about reporting this to you because I didn't see this
behaviour with any other distro, only with Fedora, but they say that keymaps
come from you...

PS I don't know in which category to put this bug, so you do it for me.

This bug has nothing to do with xorg. You are talking about console keymaps,
don't you?
