In Fedora 24, with an "exclude" line in any of the .repo files in /etc/yum.repos.d/, PackageKit will fail attempting to do an update. It happens every time. It goes away when all "exclude" lines are removed, and returns if any are added.

Doing the update with "dnf" succeeds with exclude lines in place.

Since this only affects users who monkey with their .conf files, and a simple workaround is available, the end-user impact is probably mild.
