I'm using xf86-vdeo-ati-6.7.195 (r300). When I connect my secondary screen, nothing happens (no change in Xorg.0.log. When I execute xrandr, I get: 

Screen 0: minimum 320 x 200, current 1400 x 1050, maximum 1400 x 1200
VGA-0 connected (normal left inverted right x axis y axis)
   1280x1024      60.0 +   75.0     59.9
   1152x864       75.0     74.8
   1024x768       75.1     70.1     60.0

   800x600        72.2     75.0     60.3     56.2
   640x480        75.0     72.8     66.7     60.0
   720x400        70.1
DVI-0 disconnected (normal left inverted right x axis y axis)
LVDS connected 1400x1050+0+0 (normal left inverted right x axis y axis) 0mm x 0mm
   1400x1050      59.9*+
   1024x768       60.0
   800x600        60.3
   640x480        59.9

However, as seen in the output, the screen is not turned on

The output regarding my connected screen only appeared after executing xrandr. I don't know whether this is intentional, but I doubt it

You need to enable it explicitly, e.g. with

xrandr --output VGA-0 --auto

Okay, that's bad... :) - that worked. 
However, I would like to say that I have not found one single place where this is documented. I have not found a single document telling me how to use xrandr-1.2 besides xrandr --help. At least a manpage would be nice... If there would have been one, this bug report probably wouldn't exist...
