with NTSC the picture is stable, but b/w, with pal or pal-60, or scart-pal, i get a colour display, but it is moving rapidly from left to right very rapidly. 

Looks like a clock problem to me, but my understanding of this is next to null, so i'm just guessing.

RADEON: adjust PAL mode hstart 

had no effect, not sure if it was meant to, but still tested.

that commit only affects non-avivo (pre-r5xx) radeons.

Please try xf86-video-ati from git master or the 6.12-branch.  Dave recently fixed some issues with tv-out.

mmm actually I tried with rs690.
With my r500 now pal mode works properly :)
