When there is no other update metadata available, we can use the "other" metadata from yum repos to get package changelogs.  We're making a change in createrepo so that it by default only puts in the last 2 or 3 changelog entries so the metadata should be relatively small.  Having just changelogs is a huge step forward from having nothing about an update.

The "other" metadata should be gettable from the yum api in all versions of yum we care about.

Good idea.  We may want to make the ChangeLog available to people even if there is update metadata as well.
