Currently GetCapabilities with the 0 handle is suppose to return Connection capabilites but CM's don't implement it as the current spec is a bit boggus.

We need a better connection capabilites API so we'll be able to easily solve question as "Can I list rooms on this connection?" which is an Empathy know bug: http://bugzilla.gnome.org/show_bug.cgi?id=468921

Fixed in 0.17.11 with the Requests interface.
