For each test, there's a flood of iq probes for each of the fallback proxies. This makes reading the test output a PITA. fallback-socks5-proxies could be set to [] in the tests. Or, they could be probed lazily, and only 3 at a time, until we have 3 known good ones, or something.

That patch looks good from the tests' perspective; +1 from me. There's a larger bug here that I think probing *all* the servers on login is unnecessary; maybe that should be a separate bug.
