My video card (HD3650) fan noise usually isn't noticeable at all, as I don't use any program that may use it a lot (no 3d at all). Sometimes when the X server start, the fan begins to turn faster and to be noisy. No matter if I do anything or not, the fan keeps turning. I can usually solve the problem by restarting my computer.

I'm not sure it can be reproduced each time I do the following, but the fan start turning faster usually when I restart the Xserver by logging out then in.

When using 2D apps the fan should keep quiet, as it does with other drivers, I don't have this problem with the radeonhd driver for exemple.

I had the problem this morning by simply restarting the computer. I restarted three times without effect, the fan just slows down while in console mode, and then speeds up when Xserver starts. 
Then I opened a graphical session (using KDM) and then restarted the X server with Ctrl+Alt+Backspace and the fan slowed down enough to be as quiet as usual.

I have the complete opposite effect with an X1950XTX.

It just refuses to spin up and it gets hot as hell. I have tested with an additional X1950XTX and it is the exact same.

Is the radeon driver able to control the fan?
