At the moment, Busy looks as though it might mean "server busy". It shouldn't.

We should be able to indicate "the server told us to go away because it's too busy/stressed/OOM/resource limit".

We should also be able to indicate that a local process (most likely, the ChannelDispatcher or CM) has decided it doesn't have enough of some resource (probably memory) to do what we want.
