I suspect F11 is missing this patch: http://cgit.freedesktop.org/xorg/driver/xf86-video-ati/commit/?id=22e39392297fa11003df90c175db3c449d8f9853 Can you try xf86-video-ati from git master or the stable 6.12-branch?
Everything is fine now with xf86-video-ati-6.12.4 But there's something happened only once , when I tried to move windows extremely fast for 4seconds , Pc freezes , But It working fine now , I can move windows normally , open netbeans website , in brief : proplem solved & I'll try to submit fedora bug
