When I close the laptop lid, the backlight should turn off. I've verified that xfce4-power-manager (XFCE applet responsible for this) is running and sends the appropriate command (DPMSForceLevel(GDK_DISPLAY (), DPMSModeOff)) -- but the backlight stays on. I've also tried with xset dpms force suspend which didn't do anything either. As per recommendation from fedora-users list, I tried booting with nomodeset -- and backlight started turning off properly.
