It's specified that the contact attribute for contact capabilities gets omitted from the dict if we don't know, and is present with empty value if we know that the contact has no caps.

GetContactCapabilities is not specified to have that behaviour.

I propose to "clarify" GetContactCapabilities to match the attribute.

Some testing and yak-shaving later, I've concluded that Gabble already implements the proposed clarification, so we should apply it. See branch smcv/get-contact-caps for proposed wording.
