pkg-config 0.26 has pkg-config and glib as prerequisites, which means it cannot be compiled on systems without previous version of pkg-config AND glib at all. Also, glib is dependent on pkg-config, which makes circular dependency even more gross.

Yes, it can. Just set the necessary _CFLAGS and _LIBS for glib and ditto for pkg-config.
