RFE: Create ST-enabled version of /usr/bin/banner

Right now the Solaris version of /usr/bin/banner seems to be unable to support
chars outside the ASCII range (incl. euro symbol, chinese/greek/japanese/hebrew
chars etc.).

On IRC adb says that "libtest" already does similar things... maybe it's easy to
adjust+cut-down that code to act like /usr/bin/banner
