Initially I have reported this here ( https://bugzilla.icculus.org/show_bug.cgi?id=6430 ) but it seems this is not an issue with Openbox. Basically on hovering the mouse over the focused window the mouse events seems to get passed in this case to the background window causing it to react on the hover events while it should not be able to do this which causes annoying behavior.
