Found easier way to reproduce: 1. Open a new spreadsheet. 2. Right-click on A1 cell, select 'Format cells...' 3. On 'borders' tab create borders (1pt, outline) 4. On 'alignment' tab set text rotation to 1 degree 5. Press ok.
