This is a very old feature request raised for OpenOffice in the year 2004 (http://openoffice.org/bugzilla/show_bug.cgi?id=35545).

1. Insert a big picture into your text document at a place where it will not fit in the remaining white space of the current page.
2. Enter some text after the picture.

Actual result:
The picture is placed on the next page. Subsequent text is placed after the picture. The page before the picture has a lot of white space.

Expected result:
Often, people want to avoid large white spaces. The picture should have a parameter allowing subsequent text to be pulled to the page before the picture. This is known as floating objects in other environments such as LaTeX and applies even to other objects such as tables.

The dialog for pictures and frames features a check box "Follow text flow" whose functionality is quite unclear. Maybe it is aimed at allowing floating objects (as proposed as a workaround in comment 7 of the OOo bug report), but this does not work for me.

This bug was filed before the changes to Bugzilla on 2011-10-16. Thus it
started right out as NEW without ever being explicitly confirmed. The bug is
changed to state NEEDINFO for this reason. To move this bug from NEEDINFO back
to NEW please check if the bug still persists with the 3.5.0 beta1 or beta2 prereleases.
