With Server Installation of  "LibreOffice 3.6.0.4 rc  English UI/ German Locale [Build-ID:  932b512] on German WIN7 Home Premium (64bit) 

1. From Start Center: 'New Database'
   Dialog appears
2. <Help> button
   > Help appears
3. 'Find -> Search therm = "Report Builder" <Find>
4. Double click first found item "Report Builder"
   Leads to Help "Report Builder - To Install the Report Builder Extension"
   Bug: Contents is obsolete, Report builder can not be installed separately,
        is part of the build

No Idea with what Version Report Builder became part of the bundle and so Help became obsolete.

Andras Timar committed a patch related to this issue.
It has been pushed to "master":
