I don't like it. I think the text is more imported; thus it should be on top. It doesn't increase the readability, it's not like it doesn't make a difference -> it does make it less readable --> bug. Minor bug/no bug? I don't know. All I know is I don't like it. (I don't hate it, its just something I consider a point that can be improved.)
Anyone can compare this behavior with other text processing software? I agree that text is more important than the underlining, by the way.

The underlining of office programs is typographically wrong. An underlining must not cut the descenders. I teach to not use it at all. Some use the solution to have a gap at the descenders or set the line below the descenders. That is possible, when you do not use the default underlining but a graphic line. Having the underline behind the characters can increase legibility. So it is less worse than the current solution. I think, it is a valid feature request. But I would prefer to go with CSS3 and introduce the properties 'text-decoration-skip' and 'text-underline-position'.
(In reply to comment #6) Plausible recommendation! I think it's with low priority because underline is deprecated for most emphasis uses, but nevertheless, it would be nice to do a better job than other Office suites.
