Launch Draw or Impress. Activate the Color Bar and undock it. You find it in View > Toolbars. Resize the Color Bar so that it has enough area to show all colors of the palette. Now the scroll bar should be removed, but it is still shown. That was OK in 4.1.0.0.alpha0+ (Build ID: 049ce78144650d92eb6bd73292868f73d37c901)
