Steps to reproduce :

Go on a web page using your browser.
Copy an image
Paste it with Ctrl + V on a writer and an impress document

Result :
Writer have a "link to the image"
Impress embed image in the document

Expected behavior :
Same behavior on both

Also considere clic and drop. It should be the same behavior as copy and glue.
