In the spirit of having a simple folder hierarchy [1], it would be good to hide empty folders. That brings up the issue of creating new folders. That issue is solved when the mechanism to create folders is dragging two templates on top of each other, much like folders are managed in iOS or iCloud-integrated Mac apps [2]. That way, it's impossible to create an empty folder.
