The new Start Center has an Extensions button in its bottom left.

The behavior of this button was never specified, so the new implementation follows the old one in this regard: it opens the extensions website.

To me, it would make more sense to open the Extension Manager window instead which shows all installed extensions and also has a prominent link to the extensions website.

Then, having the Extension Manager in the Tools menu would be redundant.

Then how is one supposed to find the Extension Manager if LO is opened by opening a document directly ?

Of course, that is when you don’t have any document open.

...but we also have the redundant "File - New - Text Document" etc. menu entries in the start center.

Yes, but it is not a bad thing that should be avoided. To the contrary, that increases the probability that new users discover this functionality.
