The installer (for 4.2.4.2) erased my previous version of LibreOffice (4.1 something, now gone) and then told me that it couldn't finish because I had insufficient permissions and should log back in as the system admin. It is my personal computer and I am the system admin. So, I tried to go back and install the stable version (4.1.6) and it also failed to install with the same error message. The result is that I now have no LibreOffice at all.
Daniel, since this is windows, could you please restart your machine, re-download the latest fresh release of LO (4.2.4.2) and try to re-install? Does the issue persist?
