[This is a Windows platform bug] If a non-US default keyboard layout is selected, only alphanumeric shortcut keys work. OEM keys (to the right from P,L,M) work only if they generate characters which also present in the US layout.
What are some examples of characters that are not present in the US layout? I have this layout (Finnish): http://www.goodtyping.com/teclatFINok.png In Tools - Customize - Keyboard I can't select shorcuts like Ctrl-Ö or something.
Shortcuts with ;'[]\/,. are affected.

So Ctrl+Ä has the Ctrl-' for you? Also, is Finnish the _default_ layout?
Yes, Finnish defaults for everything in Languages (except UI in 4.4, but I tested with Finnish UI in 4.3). Ctrl-Ä is not available in the shortcuts list. The character ' is to the right of Ä as is shown in the layout picture I linked in comment 1.
Exactly. That is confirmation. The Ctrl+' should work like Ctrl+B, and be triggered by ['] key, not [\] one. The latter is triggered by [B] even if it is missing from the default layout.
