if in a Writer table contains a formula, it is necessary that this would signal a badge or a corner of a color in a cell when you hover on that show would sign that the cell contains a formula, and possibly the formula itself

Please @kompilainenn, what is your LibreOffice version.

With LibreOffice Version: 4.2.7.2, positioning the cursor over the cell, shows the formula.

version 4.3.3. 
If tooltips are disabled in the menu tools-option-libreoffice-general, it is not evident that there is a formula in the cell.
I would like to highlight the visual cell with the formula.

In my opinion it is an interesting idea. Indeed, if a person turns off tooltips, there is no clear indication of the presence of the formula in the cell. This makes it difficult to work when the document is old, big or when you are not a author this document. 
However, I think that it does not affect a large range of people.

Please then better change the importance from 'normal' to 'enhancement', because really not a bug.
