After reading bug 87684, i think it would be useful to be able to have the ability to enable and disable the rulers in Calc without having to go into Tools > Options. It would also unify the View menu with regards to the ruler, as it is available in writer, impress and draw.

When using Calc, i normally use the scroll wheel to move up and down, so i dont see a major need for the vertical scrollbar. Navigating horizontal is more of a challenge, but easy enough to do with the the arrow keys or with shift + mouse wheel.

I would like to recommend the hiding of the vertical scrollbar by default.

I would also like to recommend that the View > Rulers be changed from a single entry into a submenu like the below.

View >
  Ruler >
    [x] Enable Rulers
    [x] Vertical Ruler
    [x] Horizontal Ruler

I believe this submenu would also be useful in writer.

Mistakenly used ruler when i meant scrollbars. :D
