The build system of pkg-config-0.21 cannot be regenerated with current versions of automake (commands "automake" or "autoreconf").

The final error message (after lots of warnings) is:

configure.in:106: AC_CONFIG_AUX_DIR must be called before AM_INIT_AUTOMAKE...
configure.in:4: ... AM_INIT_AUTOMAKE called here
autoreconf: automake failed with exit status: 1
