Change the weight of the hidden connection presence type to less than available.

The hidden presence type weight should be closer to offline, having more in common with offline than extended away or busy.

The attached patch moves the hidden presence type to between offline and available.

Change the connection presence type weighting, placing offline before unknown, and busy after available.

Additionally decrease the weighting of the busy type. Increase the weighting of the hidden and offline types, placed under unknown.

This is closely related to AccountSet property averaging, so integrating with that patch and moving to bug #100363.
