CapsLock cannot be disabled in the linux guest.

Steps to reproduce:
1. turn on capslock
2. type something
3. press capslock again
4. type someting

Expected result:
capslock turned off

Actual result:
capslock is turned on

Regression since the commit 73cd553fb0fbd213b64d72f8b4289ed8a17fc6c0
