geoclue sets the GPS refresh rate to 0 (update as soon as the GPS sends data) so that it is more usable by real-time aplications. However, if geoclue is not started as root, this is denied because there is no policy rule associated to member "SetGpsRefreshRate" on interface "org.freedesktop.ModemManager1.Modem.Location". I think the new rule should be put in data/org.freedesktop.ModemManager1.conf.polkit around line 157-168.
