Martin Peres have made a fix for this issue in Sep.2016:

After months nothing happening, imirkin have send out a ping:

Now over a half year later still nothing happened. Could someone take a look at this?

The patch you're talking about has been merged for a long time now.

I saw after your report that the patch is been merged into the kernel since 4.11-rc1. Every later kernel should not let the gpu-fan run at 100%.
I tested now a fresh linux live iso with kernel 4.12 and have 100% gpu-fan the whole time. The fan speed did not change from the 100% when the computer is been turned on. NV43 and NV42 GPUs are been tested and none of those slows down.
If there is some other live linux iso i should test, i would do that.

NV42 Quadro FX3450 Vbios dump

Here is a VBIOS dump of a Nvidia Quadro FX3450 card. I got it by running 
"cp /sys/kernel/debug/dri/0/vbios.rom  ./vbios_fx3450.rom"

NV43 Quadro FX550 Vbios dump

Here is a VBIOS dump of a Nvidia Quadro FX550 card. I got it by running 
"cp /sys/kernel/debug/dri/0/vbios.rom  ./vbios_fx550.rom"

Thanks to mupuf. He find out that the reason for not working fan is:

nouveau 0000:08:00.0: therm: parsing the fan table failed


This have been displayed by adding "nouveau.debug=debug" to the kernel boot line.

I bought extra for this bug an Nvidia 7900GS card. It have a bigger and powerfull fan - that is running the whole time at 100%. Kernel 4.13.9 . Because its such a powerful fan, you have to speak louder to other people in the same room when you are both next to the computer...
Should i do something to help fixing this bug?

We have now the next year. There was tons of week ends in between your post and now. Nothing happened. One of the fan have failed because it ran the whole time at 100%. Now i have to buy a new fan.

When would i be able to use the computer like expected?

I tried now Kernel 4.17.14 (the latest kernel recently).
The error is still there! Please help fixing this! I dont know what to do. Fans are spinning at 100% the whole time.
