Usually application use ocl-icd-dev for opencl dependencies in application (e.g. Ubuntu). Meanwhile if beignet compiled and installed. new CL headers would be in /usr/local/inlcude/CL/cl.h
with default ocl-icd-header located in /usr/include/CL/cl.h, Then there are 2 CL headers.
Application build would get confused to select which CL headers. 
For example,
libxcam(an opensource project) have dependency on ocl-icd and failed to build when beignet version > 1.3 but ocl-icd-headers is 1.2.
