glamor: OpenGL accelerated X.org driver based.
[   292.479] (II) glamor: EGL version 1.4 (DRI2):

WHAT MEANS THIS?
[   292.480] (EE) AMDGPU(G0): glamor detected, failed to initialize EGL.


AND GLXINFO says render LLVMPIPE

AND GLXGEARS WITH LIBGL_DEBUG=VERBOSE says scrreen does not support DRI2


if i start Gnome in root the  rendere is radeonsi and 3d accel works

UPDATE: The situation is as follows

if i start gnome in root or normal user RX480 accel is enable and vega not
(error Mesa_drm:image_required in glamor

if i start with initlevel 3 as normal user BOTH Accels do not work and the errore reported in xlog is gbm_create_device_failed

if i start with initlevel 3 and log in as root BOTH accels works

While 4.13 has some Vega support I believe it was on headless (non-display) support. I believe you need at least 4.15 for Vega if you want display support.
